Sausalito in a backwards fight against ferries

For years, Sausalito had struggled with its success. Tourists on rental bikes flood the town every summer, creating a logistical and transportation nightmare for the small city. Recently, attempts by the city council to cope with the challenge have been less about addressing the issue and more about resentment against tourists, cyclists, and the ferries they rely upon. The City Council looks set to vote its opposition to an expanded Golden Gate Ferry facility and has already expressed opposition to a National Park Service ferry to Fort Baker.

Background

Sausalito is part of the natural loop of bike-riding tourists to San Francisco: rent a bike, cross the Golden Gate Bridge, head down to Sausalito, hang out, then take a ferry back. Simple, easy. But downtown Sausalito is a tightly constrained place. Bridgeway, the only road running the full length through downtown, doesn't have the facilities to handle its bike traffic, and so it spills over onto sidewalks, rankling locals. According to Marinscope, some ferries have to leave for San Francisco half full because of the sheer number of people with bikes.

As far back as 2009 at least, the more colorful described these bike-riding tourists as "locusts." In 2015, conservative councilmember Linda Pfeifer proposed limiting the number of people on bikes from entering the city.

Sausalito isn't the only place with tourist problems. Tam Valley has been groaning under the weight of tourist traffic heading to Muir Woods along Shoreline Highway. Sharon Rushton, a political ally of Councilmember Pfeifer, has been fighting the National Park Service's proposals around the national monument for years, whether it has meant fighting shuttles, parking, or parking management.

Back to Sausalito

To help address the number of people taking the Sausalito Ferry with bicycles, GGBHTD has proposed expanding its Sausalito terminal.

According to planning documents (large PDF) the new terminal would allow a fully-loaded Spaulding ferry, which can accommodate up to 750 passengers with up to 100 bikes, to unload in 3 minutes and load in 6. This is a dramatic improvement over existing conditions, where ferries are reported to sometimes leave half-full.

As well, the new design would allow passengers with bikes to load simultaneously and separately from those without bikes, reducing some of the friction that causes delays in off-loading at San Francisco.

But the proposal has raised hackles with the council. Those opposed to the redesign aren't happy with the final pier's distance from shore and the amount of water covered. They'd like GGBHTD to begin regular dredging of the area so ferries could come closer to shore.

To my eyes, the new design looks only slightly more intrusive than the old; it's unclear to me why adding an additional and ongoing expense of dredging would be necessary. Perhaps a commenter could enlighten me as to the downside of the new design's size.

This is not the only ferry project that may happen around Sausalito.

A National Park ferry at Fort Baker?

Two miles south, the National Park Service (NPS) is interested in building a new ferry terminal at Fort Baker. While details are sketchy, the NPS has said the ferry would be operated by the same company that currently operates Alcatraz service. According to Marinscope, the terminal would only be used for "special events" and would not include a parking lot.

According to Brian Aviles, planner for the NPS:

The intent is to complement the programs at Fort Baker and perhaps allow people to visit Fort Baker without having to drive. We felt it prudent to investigate installing a gangway and float. It would function to link the main Alcatraz embarkation point to Fort Baker. (quoted by Marinscope)

According to the San Francisco Chronicle, this is part of a larger project to add ferry service to water-adjacent NPS sites around the Bay, including Rosie the Riveter National Historic Park in Richmond. It would allow NPS to focus tourist traffic towards ferry service rather than the current collection of ferries, shuttles, and parking lots.

While not part of the project's scope, Sausalito City Manager Adam Politzer finds the idea of NPS shuttles on Sausalito streets frightening:

Having a ferry terminal at Fort Baker, even just for special events, would create traffic on both Alexander Avenue and Highway 101, exacerbating an already intolerable traffic situation... The increased traffic would place strains of vehicle movement and parking. Adding shuttle buses to the mix would also increase congestion on busy Sausalito streets.

Councilmember Pfeifer adds:

It is pretty obvious what the strategic goal is... I can see over time they will be directing the overflow [from Alcatraz] to Fort Baker and shifting those folks to downtown Sausalito.

The concerns expressed by Politzer and Pfeifer echo Rushton's complaints about the NPS and Muir Woods. Through her organization, Sustainable TamAlmonte, Rushton and others have advocated to limit the absolute number of visitors to Muir Woods per year and has opposed efforts to expand local shuttle service, saying that such ideas amount to commercialization of the monument.

Yet this ferry concept seems to fit perfectly with Sustainable TamAlmonte's proposed alternative, which is point-of-origin shuttle service. In a 2013 letter to the Board of Supervisors, Rushton writes:

If an Independent Scientific Carrying Capacity Study on visitor load for Muir Woods and related parking & traffic proves the need for a more robust shuttle system, establish a Muir Woods Shuttle System (using small shuttle buses) that picks up and drops off Muir Woods’ visitors at regional points of origin (E.g. San Francisco, East Bay, and North Bay) and NOT within the Tamalpais Area Community Plan area.

Without a parking lot, the Fort Baker ferry terminal could only be a shuttle for tourists from San Francisco and never add to traffic congestion on Sausalito streets. Even under the most intense use of a ferry - the implementation of shuttle service - would likely only add 2 vehicles per hour per direction to Bridgeway, hardly a tipping point. And, by encouraging tourists to forego car rentals entirely, it might actually cut down on the amount of vehicular traffic within Sausalito.

Sausalito’s city council is standing in opposition to transit from two providers that could be vital to reducing congestion in their city and Southern Marin at large. The professed reasons to oppose either project – the scale of the GGBHTD proposal, traffic at the parking-free NPS proposal – don’t hold up to scrutiny.

Thankfully, neither proposal is likely to be seriously affected. GGBHTD may modify their ferry terminal design, but the project will go ahead when the council majority – with which Pfeifer generally does not vote – is satisfied with any changes. And the EIR commissioned by Sausalito on the NPS proposal may shed valuable light on the terminal’s impact and reiterate the baselessness of traffic concerns.

Sausalito and Southern Marin does have a serious tourist traffic problem, but opposing ferries and shuttles won't help mitigate the problem.

[youtube http://www.youtube.com/watch?v=1EUw69IJZlI] Bicycling has exploded everywhere in the past five years, and every time I go down Miracle Mile I see at least a few bicyclists en route. In the 1990s, they would be a rare sight indeed. In San Francisco, families are turning to the bike as a means of moving kids, groceries, and the rest, and it largely works. But the rapid expansion of bicycling has not been met with similarly rapid expansion of bicycling infrastructure. Advocates in more urban areas, such as San Francisco, insist this is the way forward, while guerrilla infrastructure shows just how easy it can be to make a bike lane, and therefore a street, safe.  Miracle Mile is wide enough for a protected bike lane, and Marin is an ideal place for others. Perhaps we should try, too.

Apologies for the spotty update schedule. Personal scheduling made it impossible to devote as much time as needed for a good blog, so I've been on something of an unplanned hiatus. But, much happened over the past two weeks, and here's the best of it.

Marin County

  • Marin Transit ran slightly less of a deficit in FY2011-2012 than expected, but budget crunch isn't stopping minor capital improvement projects or expanding its volunteer driver service for the elderly. Meanwhile, contract negotiations with GGT are going "really well" and are expected to be completed by the end of the month. (IJ)
  • SMART plans to spend $12 million to create "quiet zones" where its trains won't have to blow their horn while crossing streets. If the district had chosen to operate a transit line instead of a mixed passenger/freight railroad, it wouldn't need to spend the money in the first place. (Systemic Failure)
  • Despite neighbor opposition, San Rafael unanimously approved the Civic Center Station Area Plan. The plan, however, would have neighbor concerns attached to the report to inform debate over future development in the area. (IJ)
  • San Rafael owes California almost $1.6 million in redevelopment agency funds, at least according to the state. San Rafael and other cities are protesting the bill which they say unfairly excludes bond obligations. (IJ)
  • Grady Ranch is apparently zoned for 240 affordable housing units, though it would be a sprawl project run amok, far from the freeway, amenities, transit, and anything resembling "walkability." (IJ)
  • Sausalito councilmembers Carolyn Ford and Mike "Hand-Slapping" Kelly will not run for reelection this year, leaving only one incumbent - Linda Pfeifer - in the race. She will be joined by six others in a fight for three at-large seats on the famously contentious body. (Pacific Sun)
  • And...: Patch wonders if distracted pedestrians are victims of natural selection when they get hit by traffic... GGT is moving some bus stops in North Beach to make way for Central Subway construction. (GGT)... Fairfax will hold Streets for People this Sunday, 12-4. (Patch)

The Greater Marin

  • Easier transfers, more direct routes, and shorter headways are in store for Napa's transit-riding public. NCPTA wants to double ridership on its VINE bus system to 1.2 million trips per year and thinks this may be the way to do it. (Napa Valley Register)
  • California has another $43 million it can spend on any transportation project it likes. The US Department of Transportation released the money from unspent earmarks as part of a national $470 million initiative. Whether Caltrans will spend that money wisely, of course, is anyone's guess. (Sacramento Bee)
  • The presidential race is absolutely a study in contrasts, and transportation policy is no exception. In short, the Obama Administration wants to dramatically boost spending on transportation, though whether Congress will allow him to do so is another story. A hypothetical Romney Administration, in contrast, would dramatically shrink federal spending in the sector, and would likely have a Congress amenable to such a plan. (Transportation Politic)
  • And...: Clipper Cards to cost $3 after September 1. (Sacramento Bee)... Santa Rosa reconnects its grid with a new 6th Street underpass. (Press Democrat)

The Toll

Over the past two weeks on our transportation system, one man died, eight people were seriously injured and 12 people suffered minor injuries. The details:

  • Scott Reyna died after crashing his truck on Highway 101 near Petaluma early Monday morning. The crash caused a huge backup later in the commute, and subsequent crashes in the resulting backup sent a woman to the hospital with minor injuries. Scott was 43. (Press Democrat)
  • That same morning, another man seriously injured himself while driving under the influence on Highway 101 near Marinwood. (Patch)
  • A bicyclist, Toraj Soltani, was chased down and struck by an elderly driver last Thursday in Santa Rosa. Soltani tried to avoid the driver by moving to a golf course, but the driver pursued off-road and ran him down, inflicting serious injuries on Soltani. 81-year-old Harry Smith was later arrested on suspicion of assault with a deadly weapon.   • On Sunday, a man drove north in the south-bound lanes of Highway 101. Eventually, he struck another vehicle near Cotati, inflicting major injuries to himself as well as the driver and passenger of the other vehicle. (Patch)
  • A woman injured herself and the four children in her car when she crashed into the back of a parked truck in Novato. Thankfully, all injuries were minor. (IJ)
  • A man hit a woman with his car in downtown San Rafael. The woman suffered pelvic injuries as a result, and the driver was arrested for driving on a suspended license. (IJ)
  • And...: Someone hit a telephone pole on Sir Francis Drake Boulevard in San Anselmo, but no report of injuries. (Patch)... A 2009 bike-on-pedestrian crash in Sonoma goes to trial. (Press Democrat)... A man seriously injured himself while lane-splitting on a motorcycle in Novato. (IJ)... Marin County

  • Contract negotiations between Marin Transit and GGT are starting to pay off, though a timeline for finishing the new contract is still elusive. The MT board delayed a decision on Monday, deciding to let the negotiations play out. (IJ)
  • Structures built in the SMART right-of-way, i.e., stations, will not be required to go through the local design review process thanks to legislation introduced by Assemblyman Michael Allen and passed by the state legislature. They will, however, still be subject to local zoning ordinances. (Pacific Sun)
  • The new federal transportation bill, recently signed into law, will likely cost Marin some $500,000 in Safe Routes to School funding. Local sources of funding means the program will stay alive in the county, but with rather less robust finances. There is, of course, much more to the bill. (IJ, Streetsblog)
  • The Marin County election season is heating up again, with Sausalito's hand-slapping Mike Kelly retiring after eight years on the council being the biggest news so far. In all, 28 positions around the county will be on the ballot come November. (IJ)
  • The venerable anchor-out community of Sausalito holds some of the most colorful, despondent, independent, thoroughly old-school Marinites in the county. With the America's Cup around the corner, some of the anchor-outs wonder if their time is up. (Bohemian)
  • Novato's new city office building broke ground on Tuesday, signalling an end to one of the major controversies swirling around the community, though don't count on hearing the end of it at council meetings. (IJ)
  • Since the Pacifics began playing at Albert Park, there have been few problems, despite the vociferous arguments made during the process to approve the team's use of the field. (IJ)
  • And...: GGT apparently runs unscheduled ferries between Sausalito and San Francisco to pick up bikers. Why not put them on the books? (IJ) ... The Greater Marin

  • Plan Bay Area has been criticized as too oppressive and too dictatorial to communities that believe all development is character-destroying development. In trying to ameliorate these concerns, PBA may have become too weak to actually achieve its goals. (Underground Science via Google Cache)
  • The legal hurdles for California High Speed Rail got a little bit shorter this week. Five lawsuits are in settlement, and other opponents have been cowed by the project's recent victory in the state legislature. (Mercury News)
  • Downtown Phoenix, Arizona, really isn't that great, but it doesn't have to be. Shade, density, non-car connections, and a grocery store would all make the core of that desert metropolis more livable. (TDG)
  • Demand for walkable neighborhoods is at an all-time high. Riding high on the trend are new urban cores like Bellevue, Washington or Silver Spring, Maryland, which have retrofitted their suburban downtowns into something much more traditionally urban. (Fiscal Times)

The Toll

  • A 60-year-old bicyclist was sent to the hospital last night after a crash involving a car driver in downtown San Rafael. The driver stayed on the scene. (IJ)
  • Jessie Garcia died Saturday while driving in Santa Rosa. A vengeful driver struck his car instead of her boyfriend's motorcycle, which she had been aiming for, causing his vehicle to flip and burst into flames. That driver, Heather Holmes, has been charged with second-degree murder. (Press Democrat)

Golden Gate Beyond the Seat It's national Dump the Pump Day! Leave the car at home and take transit to work.

Driving to work costs you and Marin a ridiculous amount of time and money while degrading the environment. Switching to transit means you'll have time to work on the bus or ferry and don't have to worry about traffic. Switching to a bike means you can cancel that gym membership, and anytime you walk to or from a bus stop you're making yourself healthier.

This year GGT and Marin Transit have made it easy to find a way to your job without 511.org (though the app is still handy). Google Maps has integrated the two agencies into its transit directions system, so you can figure out how to get where you need to go.

If you're already at work, don't worry; just take the bus tomorrow. Let us know how your commute goes in the comments.

Marin County

  • Tam Valley's Evergreen sidewalk will be built. A judge threw out a lawsuit to stop the project, arguing that because the suit had come after construction had begun it wasn't timely. Neighbors, though, have vowed to continue the fight. (IJ, @scottalonso, MV Herald)
  • It's now legal to rent your home, or part of your home, for less than 30 days in Sausalito. The council voted to lift the prohibition in anticipation of the America's Cup, but don't get too comfortable. Participating homeowners need to pay for a $238 permit and collect the 12% transient occupancy tax, and the law expires in October, 2013. (Marinscope)
  • Sausalito resubmitted its draft housing element to the state with only minor tweaks and a letter addressing HCD's criticism of the plan. Sausalito's plan had been rejected by the state for a number of reasons, including over reliance on second units and liveabords. (Marinscope)
  • San Anselmo is pondering whether to ban chain restaurants and shops from downtown or anywhere in the town, but the existence of local chain High Tech Burrito has thrown the plans a bit of a curveball. (Patch)
  • SF Public Press has a wonderful series on Plan Bay Area and smart growth in general. So far the series has tackled local resistance to Plan Bay Area, reviews Forum's conversation on the plan, and why smart growth actually is a good idea. Despite a half-bungled report on carrying capacity, the whole series is a must-read. If you can't find a dead tree copy of the quarterly around, you can either wait for the slow drip of news online or just get it hand-delivered by the postman for $4. (SF Public Press, KQED)

  • Go see West End at tomorrow's Culture Crawl from 5pm-8pm. The neighborhood's merchants see far less traffic than downtown San Rafael just over the hill, though the neighborhood is far from dull. (IJ)

The Greater Marin

  • Plans for a car-free Market Street are chugging along in San Francisco under the aegis of Better Market Street. The plan would close Market from Embarcadero all the way down to Octavia, improving transit travel times and pedestrian and bicycle safety. If approved, expected opening date would be 2016. (SFist)
  • Apartments are booming in downtown Windsor with 1,200 units on track to open over the next five years. The rapid pace of development near its future SMART station has left some wondering whether the city can absorb such growth, and whether it even ought to allow it. (Press-Democrat)
  • Sacramento's light rail now reaches its riverfront, part of a major redevelopment plan for the capital's central neighborhoods. The city's step is to get it over the river, though there's no telling when the money will come in. (Sacramento Bee)
  • The next phase of the American Dreamwill not look like the last 50 years of sprawl as people finally learn what Marin knew so long ago: that the heart of a place is its downtown, not its shopping mall. (NYT)
  • The problems facing cities are as old as cities themselves. Ancient Rome had traffic jams, restrictions on freight travel within the city, noise pollution, slumlords, sky-high rents and poets to document it all. (The Iris via Planetizen)
  • A 10-story development in downtown Santa Rosa got another permit extension as developers continue to face financial problems. (Press-Democrat)

Elections

It was a crazy night on Tuesday, if by crazy you mean "everyone stayed home." Whether or not people had a say, the elections happened anyway and Marin's incumbents did rather well.

  • Nationally, assemblyman and Woolsey-endorsed successor Jared Huffman ran away with first place in the 2nd District's first round election. Still undecided is whether the centrist will run against liberal Norm Solomon or conservative Dan Roberts which could decide whether the race is quite difficult or quite easy for the former state assemblyman.   • In California, Assemblyman Michael Allen and San Rafael Councilmember Marc Levine beat the rest of the pack to  first and second place in the open primary for the 10th Assembly seat. The Democrat-on-Democrat battle promises to be bruising as both fight over who is more of a Sacramento outsider and genuine local of the North Bay. (Press-Democrat)
  • Marin County Supervisors Katie Rice and Steve Kinsey walked away with clear victories against their opponents, reflecting the prevailing feelings of contentment with the Board, if not the regional agencies it deals with. (IJ)
  • Locally...: Ross rejected the Measure C public safety tax while seeming to settle on three new councilmembers. (IJ) ... Belvedere got three new councilmembers and renewed its public safety tax. (IJ) ... Voters firmly rejected incumbent Ross Valley Sanitary District board member Marcia Johnson, who supported doubling rates in order for the district to fix its lines faster than once per century. (IJ) ... The Ross Valley School District will get its parcel tax hike, which it said it needed to offset state budget cuts. (IJ) ... Sausalito will join the Southern Marin Fire Protection District. Marin County

  • Hopes are running high that fans of the San Rafael Pacifics will become patrons of downtown businesses given Albert Field's location only three blocks from Fourth Street. (NBBJ)
  • GGT fares are growing faster than tolls at the Golden Gate Bridge, creating a perverse incentive for people to drive rather than take the bus. Though politically easy, it's the opposite of what the Bridge District should do. (Streetsblog)
  • Meanwhile, MT is wringing its hands over a 3.6% increase in operating costs, driven mostly by increases in its $16 million contract with GGT to provide local service. They want to renegotiate the contract, but it's unclear whether GGT will budge. (IJ)
  • San Rafael's Street Crimes Unit is up for disbandment as the council grapples with ongoing budget deficits. The three-member unit has two retirements this year and the council may not allow the police department to hire replacements. Given the high-profile crime push at the transit center earlier this year, ongoing gang activity in Terra Linda, the Canal, Novato, and the criminal problems downtown, I think this is an instance of eating your seed corn.   • All your transit needs will now be satisfied at the new GGT/MT customer service center at the Bettini Transit Center. GGT will move its customer service center to the center so it can be close to the people who actually use transit. (IJ)
  • Marin's local agencies and districts should consolidate to avoid duplication of services and save money, according to a Grand Jury report on the subject. The overwhelming approval of fire consolidation in Sausalito this past week is a good start. One former councilmember wants us to go even further. (Patch, Marinscope)
  • A Corte Madera manufacturing company, EO Products, is moving to the Canal after an exhaustive search of the region. The site is near existing transit and within walking distance of much of the immigrant neighborhood. (IJ)
  • A year after Corte Madera Mayor Bob Ravasio and San Rafael Councilmember Damon Connolly got a tour of The Netherlands' bike infrastructure, sponsored by the Bikes Belong Foundation, there seems to still be some behind-the-scenes movement towards bicycling. (Planetizen, Bikes Belong)

  • At least one West Sonoman wants the county to sell its western half to Marin. At least we maintain our rural roads, he says, while Sonoma is determined to turn its roads into gravel. In light of a massive road repair deficit and deadlock over taxes, though, who could blame them? (Press-Democrat)
  • The East Bay is working to promote transit-oriented living around its BART stations, something long lacking in the sprawl of the East. Not mentioned are updates to Richmond's General Plan which attempt to make walkable the notoriously unwalkable city. (New Colonist, City of Richmond)

Well it looks like the other news organizations passed right on by the development news this week, and there's no transit news to speak of. I suppose, then, these are the highlights from this week's IJ.

  • The Grady Ranch debacle has reached New Yorker's ears. The game of telephone, of course, has done wonders for our county's image as an insular enclave for the granola-munching wealthy. Back in Marin, there is still debate as to whether opponents abused the system or not, or even whether they should be to blame. (NYT, IJ)
  • In the fallout of Grady Ranch, county staff want to create a panel to cut red tape and streamline permitting, and the supervisors seem to be on board. The results likely won't mean much for developers in incorporated areas, who often need council approval to open a sandwich shop. (IJ)
  • Fully 85% of Marin's land is protected from development, according to a new Greenbelt Alliance study, the most in any Bay Area county. Only 12.7% of our land is urbanized, and only 0.7% is at risk of development. (IJ)
  • Michael Rock, town manager and public works director of Fairfax, has resigned in order to pursue a position in what I can only presume is the far less interesting Lomita, CA. His last day as manager will be the June 22 budget meeting. (IJ, Fairfax)
  • Sausalito will not rezone a small area of old town for housing development after all. The two parcels in question could have accommodated 18 units of affordable housing but will continue in their role as offices. (IJ)
  • Under pressure from the feds, Novato's remaining pot dispensary will close, leaving only one dispensary operating in the county. (IJ)
  • The $950 million Highway 101 widening project chugs forward, but the last $177 million hasn't been found. At least CalTrans still has $20.5 million to repave 8.5 miles of the freeway from Vista Point to Lucky Drive. (Press-Democrat, IJ)

Mid-Week Links: Until Next Time

Tam with Long Shadows Thank you all who came out to last week's happy hour!  We had a small group - a couple of planning commissioners, a couple of regular readers - and it was good fun.  The next one will likely be around the end of September, so keep an eye out.  In the mean time, I'm back in DC keeping an eye out for the goings-on in Marin.

Marin County

  • What might One Bay Area learn from other regions as it crafts its Sustainable Communities Strategy?  First of all, make sure to do good outreach, and second, make sure to invest enough in transit. ABAG's outreach has thus far been horrifically bad, at least in Marin, but at least MTC is on the ball with transit investment. (SPUR)
  • As it turns out, San Rafael's red light cameras at 3rd & Irving are good for safety, reducing accidents by 12% over the last fiscal year while also reducing the total number of citations. Win/win, in my book. (IJ)
  • The Board of Supervisors wants San Rafael to take its due diligence regarding the proposed San Rafael Airport sports complex. While most of the neighbors are in unincorporated areas like Santa Venetia and so fall directly under the county, the airport itself is under the city. (IJ)
  • Apparently, George Lucas was serious when he proposed building affordable housing at Grady Ranch.  I can scarcely think of a worse place for it, though the irony is rich. (Ross Valley Reporter)
  • Then again, perhaps Grady Ranch wasn't such a slam-dunk for the environment after all... (IJ)
  • Are you a smoker living in an apartment or condo in unincorporated Marin? Better quit now - the Board of Supervisors is likely to ban smoking in apartments and condos, both indoor and outdoor, next week. (IJ)
  • West Marin tourists, park rangers, and bobcats got a pedestrian upgrade when two bridges were installed near Sausalito - one 180-foot span that bridges a creek and wetland, and another one 60-foot span. They were built so walkers could bypass nearby traffic. (IJ)
  • Sausalito's Housing Element has been rejected by HCD, which cited a lack of 20-unit-per-acre developments and zoning. The city will take a second look and consider revisions. (Marinscope)
  • The 75th Anniversary of the Golden Gate Bridge, celebrated on May 27, will be a grand affair with no parking, so take transit!  There's free bike parking at the Presidio, both Muni and GGT will boost their buses, there will be buses to the Larkspur Ferry (a shock!), and it will generally be a good time. Alas, Marin Transit doesn't seem to be adding service so be prepared to walk, bike, or taxi from your bus pad or transit center of choice. Oh, and I recommend getting Clipper Cards for the family - saves you money and time boarding the bus and ferry, not to mention that it makes transfers to Muni easier. (Patch, GGB75, ClipperCard, IJ)
  • And...: The upcoming June 5 election?  Yeah, there's an app for that. (Patch) ... This week there were five DUIs on 101 in just a day. Be careful out there, people. (News Pointer) ... The Greater Marin

  • If you missed it (I did), there's a proposal winding through Sacramento to consolidate MTC, ABAG, BAAQMD, and BCDC into a single agency called the Bay Area Regional Commission governed by 15 commissioners elected from new districts in the Bay Area.  Fearing a loss of influence, Napa is fighting this one tooth and nail. (Napa Valley Register)
  • Martinez may soon join the city of Napa in switching its downtown streets to two-way. Ought San Rafael follow suit? (Contra Costa Times)
  • In a move that defines ambition, Chicago declared that it would have no road fatalities in 20 years. (Streetsblog)
  • Sometimes we go so long without transit that we forget how to behave, or we are so used to transit we never unlearn our bad habits. SFist has a great series of articles on transit and walking etiquette that I heartily recommend to you.
  • If you want a better street and live in San Francisco, check their new website for info on how to get some street improvements on your own.  Marinites, well, check it out for some street envy. Perhaps one day even Novato will warm to the parklet. (Streetsblog)
  • Cincinnati is giving form-based zoning a try, allowing neighborhoods to develop along the lines of how they wnat to look, rather than just based on how buildings are used. (Cincinnati.com via Planetizen)
  • UPDATE: People that live where it's easy to walk from home to work or stores tend to do so, and also tend to bike significantly more than their more thinly-spread compatriots. Though the study was done in some of DC's more tony neighborhoods, I suspect you'd find the same thing in the old TOD downtowns of Marin. (Washington Post)

Marin County

  • Neighbors to the proposed Grady Ranch development have appealed the county's approval of the project. The Lucas Valley Estates Homeowners Association alleges Grady Ranch would cause too much noise, light pollution, and be a general nuisance. (News Pointer)
  • The San Rafael Airport Rec Center project could run afoul of new California regulations on development near airports.  Though the project fit the old standards, a consultant has been hired to ensure it meets the new ones as well. (IJ)
  • Now that nobody is running for Ross Town Council, it's up to potential candidates to file for a write-in candidacy.  If there's an insufficient number of write-in candidates, the three positions will be appointees. (Ross Valley Reporter)
  • Sausalito wants to ease the problem of bike tourists getting stuck in town by setting up a ferry reservation system for cyclists, a far more efficient method than the current first-come-first-served method.  Expanding San Francisco's bikeshare system to town may also help the more casual riders that don't want to cross the bridge. (IJ)
  • San Anselmo's moribund nightlife will get a boost this summer, as two wine bars are slated to open downtown - a near-first for the town. (Patch)
  • Novato's revenues are better than expected, to the tune of $600,000.  Though the city is still in austerity mode, an expected transfer of $300,000 from the rainy day fund has been canceled. (Advance)
  • Southern Marin's bikepaths got a $118,000 infusion of maintenance money from TAM.  Though chump change compared to road maintenance, the grant is a welcome recognition of the paths' importance. (Marinscope)

The Greater Marin

  • San Francisco's performance parking experiment is finally yielding positive results, with spots opening up around high-priced areas and filling up in cheaper areas. (New York Times)
  • Meanwhile, New York City is suffering thanks to its onerous parking minimums, which drive up the cost of housing in an already expensive city.  Though the practice of banishing parking minimums in favor of parking maximums is recommended in the draft Plan Bay Area, Marin's transit districts would be wise to take heed. (Streetsblog)
  • Then again, pushing for strictly infill development and densification by loosening regulation won't solve our housing problem given the pace of infill development, the extraordinary costs of consolidating properties, and political wrangling necessary to actually build the thing.  (Old Urbanist)
  • A 2001 study argues that transit-oriented development is not a traffic cure-all, as much of the benefits of TOD comes from densification and better location than simply better travel modes. (Half-Mile Circles)
  • If we want biking to take off, we must take it seriously as a form of transportation first and recreation second, something Americans typically don't do. (RPUS)

  • Former Supervisor Hal Brown died this week of cancer, and the respect Ross Valley and Marin had for him was evident in editorials and memoria. (Pacific Sun)
  • Mill Valley urbanists, attention!  Have a say in the direction of your town and join one of the Mill Valley 2040 committees charged with drafting the new general plan.  Applications are due March 14, so get on it. (IJ, Town of Mill Valley)
  • San Anselmo urbanists can have a bit of their own fun, too, as this Saturday the town council will weigh resident priorities for the next 2-5 years at a special meeting from 10am-12pm.  After the meeting, a survey will be put online for people who could not make it. (Patch)
  • SPAWN, a nonprofit whose goal is to restrict construction near creeks had its own San Geronimo demonstration home red-tagged by the county for building without a permit next to a creek. Neighbors that had run afoul of the group in the past were furious at the hypocrisy. (IJ)
  • There may still be some useful Q&A to be had with Fairfax Councilmember David Weinsoff, who happens to be Fairfax's delegate to ABAG, though the discussion may have descended into Agenda 21/CittaSlow madness. (Patch)
  • Untangling the affordable housing mess caused by redevelopment agencies' abrupt closure on February 1 will take quite a while to untangle, but surely the State Legislature can handle it, right? (Pacific Sun)
  • Marin is the least affordable place to live in the Bay Area, if one adds the cost of transportation to the cost of housing.  A new study shows that Marinites spend an average of 56.3% of their income on housing and transportation, compared to the 39.5% San Franciscans spend. (Chronicle)

The Greater Marin

  • Arlington County, Virginia, has a number of bikes in its vehicle fleet, saving them money on gas, car maintenance, and also on employee health benefits and sick days.  How might Marin's communities utilize bicycles in their vehicle fleets?  (Patch)
  • SimCity 5 announced, and the shouts of urbanists around the world rose as one. (Stop and Move)
  • Amtrak wants to restrict the number of bikes allowed on Capital Corridor trains, as around 10% of riders now bring their own bicycle and it's becoming a nuisance to non-bikers.  Amtrak ought to strongly encourage bicycling, however, as active living and bicycling culture tends to go hand-in-hand with rail ridership.   • Since the ban on cell phones while driving went into effect in California, traffic deaths have dropped an astounding 22%, the largest drop since CHP started keeping records. (Mercury News via IJ)

Marin

  • Glad that's over with: The RepealSMART effort failed to meet its minimum signature requirements and will not be on the next ballot.  This frees SMART to use $171 million it had in escrow, although the effort may return for November. (Press Democrat)
  • Then again...: Whistlestop has filed suit against SMART over the loss of its parking spaces and the effective loss of its building.  SMART and San Rafael are reportedly willing to strike a deal to solve the problem, but there are no details yet. (IJ)
  • Novato will give up its affordable housing oversight role to Marin Housing Authority, as it cannot afford the administrative costs without redevelopment funds. (IJ)
  • Today, Novato will unveil a model of its new downtown offices, which are proceeding despite newly-elected Councilmember Eric Lucan's opposition. (IJ)
  • The Marin History Museum has received an anonymous 1 to 1, $50,000 matching gift pledge to restore the Boyd House.  If you care at all about Marin's history, and about San Rafael's old housing stock, this is your time to donate. (IJ)
  • The Muir Woods Shuttle, aka the 66 bus, is slated for a fare hike, but the exact details aren't known yet.  A $5 round-trip fare, complete with bus day pass, is the likely outcome. (IJ)
  • SMART and California High-Speed Rail are getting their knocks, sometimes deservedly so, but they're nothing new: BART faced similar criticism before it opened, and Marin lost out as a result. (IJ)
  • Marin will upgrade its library lobbies into "market places" for its most popular material. I've always figured, though - if Border's died because people treated it like a library with a coffee shop, why not get coffee shops in the libraries? (IJ)
  • San Quentin, currently zoned for 1,500 new homes, could get "priority status" in order to deflect ABAG mandates elsewhere in Marin.  It doesn't change the fact that adding 1,500 homes at San Quentin is, to put it mildly, a little daft. (IJ)
  • Marin tweaked its zoning rules, adding an exemption from affordable housing requirements for some unincorporated communities, including Strawberry. Other changes were made to permitting and smart growth planning areas. (Pacific Sun)
  • Sausalito will include some of their harbor docks as affordable housing in their Draft Housing Element, as live-aboards pay significantly less rent than their land-lubbing fellow Sausalitans. (IJ)

The Greater Marin

  • Windsor has approved their downtown station-area plan, although they won't see any train service until after 2015. (Press Democrat)
  • The House and Senate are moving forward with their respective Transportation Reauthorization bills.  Activists, including myself,  aren't so keen on the House version. (The Hill, Streetsblog)
  • Nationally, the number of renters has grown significantly, while the number of homeowners has declined, meaning cities are likely well-equipped for the demand.  (Atlantic Cities)
  • The BART extension to Livermore is giving voice to an existential question facing the system: should it expand ever outward, or should it keep what it already has?
  • Mountain View rejected bus rapid transit because it would have taken up left-turn lanes.  This is a step back for the city's efforts to put moving people, not cars, first.

We often imagine that the Dutch were always cyclists.  While that's correct in some sense, the Netherlands faced sprawl and auto-centric development in the 1950s and 1960s, just as the United States did.  Unlike Americans, though, the Netherlands fought back, and the result is the Netherlands we see today.

Marin County

  • Corte Madera's abandoned Madera Vista apartment complex will be renovated. They have sat vacant since a 2008 fire. (Twin Cities Times)
  • Infill development near freeways should take into account auto pollution and take steps to mitigate it.  This is especially important in Marin, as the SMART corridor runs parallel to 101 for much if its route, and to the One Bay Area process. (California Watch)
  • San Anselmo wants to buy Bald Hill, currently in Ross, but nobody knows how to get in touch with the owners.  The hill is owned by Asian Alliance LLC, and the founder and last contact the town had died years ago. (IJ)
  • Downtown San Anselmo is undergoing a bit of a shake-up, with a number of storefronts vacant and a Goodwill moving in.  A group wants to convince George Lucas to open a theater in town, but making that happen could be difficult (IJ)
  • Sausalito's Housing Element is nearly complete and will be submitted officially to the City Council on January 31.  If approved, it goes to the state on February 2.  (Marinscope)
  • Mill Valley wants to update their General Plan, refocusing on transit and traffic-calming.  With sometimes half-hourly buses it stands a better chance than some areas, but hopefully it will work with Marin Transit and GGT to enhance transit options. (Mill Valley Herald)
  • Larkspur Landing might get $2 parking after all, given a tepid Board response to a premium-space idea. This will help manage demand a bit at the terminal, which tends to fill up early. (IJ)
  • West Marin's open space portfolio will soon increase by 22 acres after a successful fundraising drive. (IJ)
  • San Rafael's red light program will be studied to assess its impacts on driver behavior, including rolling right turns, which can be unsafe to pedestrians. (IJ)
  • A 90-year-old driver struck and killed a pedestrian at Second and G in San Rafael.  The exact circumstances are unknown. (IJ)

The Greater Marin

  • Looks like downtown living really is good for you.  Residents of areas with a high density of businesses walk three times as much as others, but the areas need to draw in non-residents to succeed. (Atlantic Cities)
  • San Francisco's SFPark project is dramatically increasing hourly revenue on its meters.  The project gives drivers the option of paying by credit card, phone, or cash, which is useful for the large hourly charges in popular locations. (SF Examiner)
  • California's ability to establish cycletracks, bikeways, and other proven bike facilities is stymied by too-conservative design guidebooks that call these "experimental" facilities.  Sadly, AB 819, which would change that, is slowly being gutted. (Streetsblog)
  • The American Public Transit Association (APTA) has published a rundown of how to talk to opponents of high-speed rail projects with a new report of common criticisms and appropriate responses. (Streetsblog)
  • Head of the California High Speed Rail Authority has stepped down, as has the chairman of its board, citing personal reasons. (Sacramento Bee)
  • Caracas has a gigantic, abandoned office tower in its center, and some entrepreneurial folk have set up their own town inside. The best part, they say, is having so much transit access in the middle of the city. (Foreign Policy)
  • It's estimated we've paved about 3,590 square miles for parking, about 2 spaces for every man, woman, and child in the United States, and it's time to take them seriously not just as blight, but as public space. (NY Times)

Mid-Week Links: The Right Kind of Parking

[vimeo http://www.vimeo.com/34514767 w=620&h=349] So people sometimes think I'm a geek; I bore them to death with talk about LOS and bike lanes and units per acre, but when so much can be done with just bike parking I can hardly shut up.  Marin, despite its cycling culture, has very little bicycle parking in its downtown cores.  Replacing one car space every other block with bike parking in downtown San Rafael, for example, would add 50 bicycle parking spaces for only 5 car spaces.  As well, putting the bikes where drivers need good sight lines would make the program even better.

The North Bay

SMART construction has officially begun!  For the moment it's just survey teams and a sign, but the $103 million contract has sparked the first construction work of the project.  Construction will be from Santa Rosa's Jenning's Road station, added back in during contract negotiations and now relocated to Guerneville Road, to the Civic Center.  Meanwhile, RepealSMART is turning to paid signature-gatherers to qualify for what they claim is the qualifying target: 14,902. They've acknowledged they wouldn't be able to meet either of the two higher proposed numbers: 30,000 or 39,000. (Press Democrat, IJ, Business Journal, Watch Sonoma County)

  • Tea party protesters interrupted a One Bay Area public planning meeting in Santa Rosa.  I hope Marin's meeting will be more civil. (Press Democrat)
  • There is a problem with the Wincup development in Corte Madera.  Apparently the parking garage is going where a new freeway ramp - part of the Greenbae Interchange Project - is supposed to go, and TAM isn't happy. (Pacific Sun)
  • Larkspur has a pedestrian bridge design. (Patch)
  • BioMarin is expanding to the San Rafael Corporate Center, lowering the city's office vacancy rate from 40% to 12%. While office employees only support 4 square feet of retail, it is a chance to build more street life in eastern downtown. (Patch)
  • The Novato pot club has done what the Fairfax club could not: survive. Although neighbors and city and federal officials want to shut down the club, owners are soldiering on after winning an eviction suit from their landlord, who complained there was marijuana smoking on the premises. (IJ)
  • The driver of an Aston Martin caused a four-car crash on Highway 101 after losing control of his vehicle and clipping another driver's car.  The highway closed for 30 minutes. (IJ)
  • Larkspur Landing could get parking fees on 160 of its "prime" parking spots for only $65 per month.  GGT is mulling the move to help close the Bridge District's 5-year, $87 million deficit, although the program would only amount to $625,000 over that time frame. (IJ)
  • A cyclist severely injured himself on Alexander Avenue on Wednesday when he lost control of his bike and crashed into a guardrail.  Sausalito wants to redesign Alexander Avenue to make it safer for the many cyclists who use it to get to and from the Golden Gate Bridge. (IJ)
  • Terrapin Crossroads lives, and it's heading to the Canal to take over the site of Seafood Peddler. The approval process is expected to be handled administratively, as Seafood Peddler already had most of the appropriate permits. (Pacific Sun, IJ)
  • Design and zoning issues could become a political issue in San Anselmo now that Councilman Jeff Kroot is involved in a spat with a neighbor over a planned expansion of Kroot's home. (IJ)
  • High-occupancy toll (HOT) lanes are not financially viable on Highway 101 through Marin, according to a TAM study, without upping the carpool requirement to 3 passengers. It's just as well, as HOT lanes would cripple any casual carpooling initiative in the county. (IJ, The Greater Marin)
  • Healdsburg wants to fix an old bridge for $12 million, but don't have the money to do it.  Federal officials are skeptical of the plan and appear to prefer replacing the bridge for $25 million. (Press-Democrat)

Marin County

  • Mill Valley's alleys and stairs, pedestrian shortcuts up and down the hills that cars can't manage, are one of the signatures of the town. Photographer Skip Sandberg has taken it upon himself to document them all. (IJ)
  • Golden Gate Transit is now 40 years old.  Born out of a transit victory in 1969 that stopped a second deck on the Golden Gate Bridge, GGT - despite its many faults - has proven itself invaluable to the North Bay time and again. (IJ)
  • SMART has jurisdiction over the Measure Q repeal effort, according to the Sonoma County Registrar of Voters. This bodes ill for RepealSMART, as they have called the signature threshold SMART wants unobtainable. (IJ)
  • The monthly federal tax exemption for transit decreased on January 1 from $230 to $125 - roughly half the cost of a Marin-SF commute - thanks to Republican obfuscation in Congress. The exemption for parking increases from $230 to $240.  (SF Examiner)
  • Sausalito wants to redesign Alexander Avenue to be more bike-friendly, widening shoulders and potentially adding a tunnel.  Public comment on the plans are open until January 27. (IJ)
  • Mill Valley wants to update their 1989 General Plan in just 18 months. They met last night and will meet again on January 17 to discuss the scope of work. (Patch)
  • A driver struck a teenager in Petaluma just after New Year's.  The boy suffered major injuries but is in stable condition. (Patch)
  • Richardson Bay's Aramburu Island will be transformed into a nature preserve 50 years after the development that spawned it fizzled in the early 1960s. (SF Chronicle)
  • Marin's plastic bag ban and paper bag fee are now in effect.  If changes from Washington, DC's similar bag fee are any indication, Marin's fee will work wonders on peoples' habits. (IJ)

The Bay Area

  • The Sustainable Communities Strategy, branded as One Bay Area, will mean major changes for the region as regional agencies try to limit greenhouse gas emissions. ABAG and MTC are planning a tour to explain the state-mandated plan as its development gets under way. They'll be at the Marin Civic Center on January 17. (Mercury News)
  • San Francisco now allows storefronts facing the street to build "parklets", extensions of the sidewalk that use up at least two parking spaces, and they're popping up everywhere. (SF Chronicle)

State of California

  • Most of California's redevelopment agencies will likely be shut down after losing their court fight against Governor Jerry Brown's austerity budget, although cities promise there will be more litigation. The agencies captured property taxes to fund themselves, which the Governor said was a drain on local and state budgets. (LA Times, Pacific Sun)
  • LA will soon follow San Francisco's example and install a downtown performance parking system. While performance parking seems to be the future, it may be wise to understand parking's past. (Los Angeles Magazine)
  • California communities can now round down their streets' calculated speed limits, rather than being forced to round up. (Land Line)
  • CAHSR should not be funded just yet, according to a review group with heavy clout in the state Legislature.  Governor Brown may push forward anyway. (LA Times, SF Chronicle)

The Greater Marin

  • Ottawa, Ontario, is planning out the areas around its light-rail stations stations.  The city - as big and diverse as a county - specifically wants to upzone in choice areas, and doing so is just as complicated as one might think. (Ottawa Citizen)
  • Vancouver, BC, is building new micro-apartments in a trendy neighborhood and renting them for $850 a month, showing the folly of the unit-per-acre density limits ubiquitous in Marin. (Grist)
  • Don't abandon the public process so easily - project outcomes are positively correlated with participation.  I'm looking at you, SMART. (Next American City)
  • A whole mess of new transit projects start construction starts up this year across North America.  It's a good thing. (Transport Politic)

[vimeo http://www.vimeo.com/33954621 w=620&h=349] The most baffling thing about Marin is how unbikeable its thoroughfares are.  Sir Francis Drake, Second & Third Streets, Miller Avenue, Redwood Boulevard - they're all sorely lacking in bicycle amenities.  We shunt our cyclists onto side roads or put down sharrows but it's honestly not enough.  The video above highlights the progress made in New York City, and they've done absolutely spectacular things in the past five years.  But why should they have all the fun?  Marin County invented the mountain bike and Safe Routes to School.  Our cafes are hangouts for spandex-clad biker gangs.  We have the culture, we have the towns, but we just need the will.

We've done the flashy projects - CalPark Tunnel, the Novato north-south path - but they're out of the way.  Instead, I want to bike down Miracle Mile and Third Street.  I want to lock my bike to something other than a tree in San Rafael.  I want to feel safe biking in Tam Valley and on Delong Avenue.  Marin is still one of the best places to live, but New York is showing us up.  In 2012, let's show New York what we're made of.

SMART

SMART featured prominently in the news this week.  Rohnert Park officially (wait, no, unofficially) moved its station north to be closer to housing and commercial development, which allowed SMART to reintroduce the Atherton Avenue station [Patch] to the IOS.  SMART had cut Atherton because it relies on MTC funding, which requires that an average of 2,200 housing units to be zoned for within a half-mile of the system's stations.  Atherton has very few housing units nearby, as it is located to bring workers to the Fireman's Fund office park, and so lowered SMART below the minimum TOD threshold.  Rohnert Park's move added enough housing units to the system that Atherton could be added back in, and that's good news for everyone.  (Patch, IJ, Press Democrat)

In other news, SMART has rehired their old CFO to replace her own replacement.  Erin McGrath is taking over once David Heath, who was fired for undisclosed reasons, leaves on Friday.  As well, the District wants to run shuttle buses on the deferred parts of its line, from Santa Rosa to Cloverdale and San Rafael to Larkspur.  This would duplicate current Sonoma County and Golden Gate bus service, but the District is in talks with GGT about coordination, raising hopes that they won't waste money creating a sixth bus service in two counties. Marin County

  • Ross Valley's Flood Control District has been awarded $7.66 million to retrofit Phoenix Lake into a water detention facility, decreasing the odds of flooding downstream. (IJ)
  • San Rafael will spend $213k to repair a bump in Anderson Drive that slows down cars, although I think the bump is more of a feature than a bug. (IJ)
  • Marin County supervisors have discretionary funds, and they're giving away $38,650 at the end of the year.  Prince William County, Maryland, has something similar but is considering ending the practice. (IJ, Washington Post)
  • Marin has pumped another $1 million into litigation against SAP and Deloitte Consulting for the wretched accounting system they installed for the County. (IJ)
  • The County needle-exchange program will not expand as planned. Congressional Republicans reinstated a ban on federal funding for needle exchanges, meaning AIDS testing and prevention money from the CDC will not be forthcoming. (IJ)
  • A four-car collision on the Golden Gate Bridge resulted in no serious injuries, but shut down all northbound lanes for 30 minutes. (IJ)
  • More bizarrely, a driver ran a car through a Sausalito living room.  No injuries were reported. (IJ)
  • A third crash this week came from Novato, where a driver crashed into a telephone pole along Highway 101. (Patch)
  • The Ross Valley Sanitary District will borrow up to $1.5 million to fund repairs and upgrades to the valley's waste water systems. The District plans to replace 200 miles of pipe at the glacial rate of 2 miles per year. (IJ)
  • Caltrans shut part of the Manzanita Park and Ride lot due to high tides, but reopened it on Monday.  It's unclear why the tides would be a problem last week, but not this week. (IJ)
  • Doyle Drive's Phase I is almost complete, and it will include a temporary signalized intersection. It will be interesting to see if the traffic gets as bad as people think it will. (Spotswood)

The Greater Marin

  • What does it take to make good downtown retail?  A bit of rule-bending. (PlaceShakers)
  • Transit agencies should sell personal mobility if they want to compete with the car, the ultimate mobility machine. (Human Transit)
  • Mode share: Apparently, teens rely on cars if they live in spread-out, rural environments.  But the town in question, Owens Sound, ON, has room to improve, as it seems to have little bike infrastructure and only a roundabout bus system. (Owen Sound Sun Times)
  • Environmental considerations have been cut from the federal TIFIA transportation loan program, part of a deal cut by Sen. Barbara Boxer to get Republican support for the transportation funding extension.  The considerations may still be amended into the bill, as it has not yet passed the Senate. (Huffington Post)
  • Eliminating California state funding of school transportation funding is made at the expense of broadly-spread rural school districts that need busing but can't afford it on their own. (Sacramento Bee)
  • The City of Sonoma wants to ban "formula [i.e., chain] stores" after a Staples moved into town, but the town doesn't seem to be addressing the zoning codes that encourage the blandness they want to ban.  The Council is deeply divided on the issue, which will be taken up at the next council meeting. (Sonoma News)
  • Work to widen Highway 101 in Sonoma has sucked up $720 million so far and needs another $250 million to get through the Novato Narrows, all for more developments like Deer Park and Hanna Ranch.  SMART will cost $280 million less at full build-out. (Press Democrat)

End-Week Links: Fantastical Connections

Ordinarily, not much happens in the great wide world of Marin's urban affairs, but sometimes a lot happens.  When that happens, you get an overdose of linkage.  One article deserves special attention, though. Novato city planners are celebrating the soon-to-open Chipotle burrito shop in a downtown strip mall, saying that anything that happens in downtown is an improvement.  This is the opposite of true, and I would hope that professional planners would have an understanding of what makes a vibrant downtown.

Does the building engage the sidewalk?  Nope, it puts the trash next to the corner it abuts.  Does the business promote local vitality?  Nope, it's a fairly bland national chain.  What's most infuriating, to me, is that the building was gutted and rebuilt like some sort of historic landmark rather than being rebuilt as something that could really improve downtown.  What's suffocating downtown are businesses and structures like this and the planners that enable them to continue.

Marin

  • A recently approved home in Sausalito was originally supposed to include a second unit made of two shipping containers but owners were forced by the Planning Commission to cut it from plans due to neighbor concerns. Simultaneously, Sausalito is emulating Novato's push to legalize second units as a way to meet affordable housing mandates. (Marinscope)
  • Sausalito Councilwoman Carolyn Ford - famous for getting her hand smacked by Councilman Mark Kelly and pressing battery charges - wants a parliamentarian to keep order at the Sausalito Council's contentious meetings. Given an almost unheard-of split vote on mayor, this might be wise. (IJ)
  • Environmental activists celebrated the death of a planned renewable energy project in West Marin, proving cognitive dissonance knows no ideology. (IJ)
  • Corte Madera's WinCup apartment complex will go back before the planning commission on the 13th. (Twin Cities Times)
  • Brad Marsh, who won third place in the recent Larkspur City Council election, has been appointed to fill the seat vacated by Joan Lundstrom retirement. (IJ)
  • SMART was debated for the umpteenth time last Wednesday. (IJ)

  • A sprawling development of 12 homes in Santa Venetia has been rejected by the Marin County Planning Commission.  The issue goes to the Board of Supervisors next. (IJ)
  • Druid Heights, an alternative community "whose members were dedicated to radical artistic, philosophical, spiritual, political and sexual experimentation," is profiled by the IJ on news that it qualifies as an official historical site.  The irony is lost on the writer. (IJ)
  • Novato joins Corte Madera in considering a pot club ban. (IJ)
  • Downtown Novato's Business Improvement District is doing good work to make the street a commercial destination. (Advance)

Cycling For Everyone from Dutch Cycling Embassy gives a vision of how Marin could look if we embraced the bike in Terra Linda as much as we do on Mount Tam.  The Pacific Sun has an excellent rundown on the political debate so far, from the Capitol to the Alto Tunnel.

The Greater Marin

It's so easy to focus on Marin and its foibles that sometimes we forget that other places are doing awesome things.  Take Norfolk, VA, an active but small city of 242,000 people and one light rail that goes by the name of The Tide.  The Tide is brand-spanking new and underwent the same issues SMART is dealing with today: cost overruns, plans cut short, and political opposition.  After surviving that gauntlet, The Tide opened to great fanfare this past August.  One month in, the Richmond Times-Dispatch examined how the city feels about it now.  In a word, they're proud.

Marin County

  • Of course, if RepealSMART gets its way, SMART will just be a failed dream.  The anti-rail organization started gathering signatures for its repeal measure this week.
  • In good news, MTC approved its $33.1 million SMART bailout (PDF) and recommended to the Federal Department of Transportation that it receive another $18 million (PDF) in federal funding for the accompanying bike/pedestrian path.
  • The IJ has profiles on Town Council candidates for Corte Madera and San Anselmo, and Patch will host a candidate debate for San Anselmo on October 5.
  • Tensions in Sausalito came to light when Councilmember Carolyn Ford filed battery charges against Vice-Mayor Mike Kelly for hitting her hand (rather hard) during a council meeting.  Video at the link.  Kelly has since apologized, but no word on whether the charges will be dropped.
  • The empty seat left by Joan Lundstrom's retirement from the Larkspur City Council must be filled, either by a special election after the current election is over or by an appointment.
  • Speaking of Larkspur, Piper Park is due for a makeover.
  • San Rafael's Design Review Board approved the Fenix Live music venue for the heart of Fourth Street.  You can hear the Board's deliberations here.
  • Novato wants to sprawl, and, as much as it hates density, it loves its sprawl.  Planners just approved a 3-unit-per-acre subdivision.  Larkspur isn't much better after the sale of a pre-approved 5-unit-per-acre development. That one is just one block from downtown in a prime walkable development location.  You can check out a possible site plan for Larkspur here (PDF, p. 13), although it may not be accurate because of the change in ownership.

The Golden Gate

Golden Gate issues deserve their own section this week because the sheer number of news items cries for special attention.  It cries, we answer.

  • Golden Gate Transit will install WiFi on all its buses, making it an even more attractive transit service.  Cost is cheap, too: only $610,000 for the final cost.  Take that, BART.
  • Marin Transit wants to reopen their $15 million/year contract with Golden Gate Transit to provide local bus service in Marin.  Marin Transit argues that GGT is overcharging by about 23%, while GGT argues the extra cost is due to regularly scheduled overtime.  Sounds like GGT has a staffing problem.
  • The Golden Gate National Recreation Area will be reconfigured under a preliminary general management plan with the aim of "connecting people with parks."

Mid-Week Links: Room with a View

  • Marin's bayshore towns, especially Tiburon and Sausalito, are hoping they don't get swamped by the America's Cup, a 20-day event scheduled for next summer, and have requested an EIR on the impacts the increased boat and tourist traffic could have on their communities.  Included in Sausalito's letter is this telling line: "It is not uncommon for the ferries to reach bicycle capacity and strand bicyclists in Sausalito to find other modes of transportation back to San Francisco."  Yikes.
  • If your "other mode of transportation back to San Francisco" involves that bike, and if you're starting to get tourist/gawker fatigue, the Golden Gate Bridge has good news: the Western sidewalk is reopening Saturday.
  • Sausalito might build a "hip" bathroom downtown.  It sounds like it'll be a markedly different design than San Francisco's proposed pooplets.
  • If you eventually arrive in the City, you might get a good ride down Market: San Francisco might shut down Market Street to car traffic in the near future, prioritizing cyclists, pedestrians and transit.
  • Old news now, but San Rafael's Albert Park may soon be home to a minor league baseball team.  Think it sounds too cool to be true?  You may be right.
  • Elsewhere in San Rafael, electoral season's endorsements begin with the San Rafael Chamber of Commerce giving its stamp of approval to mayoral candidate Gary Phillips and Council candidate Andrew McCullough.
  • Fairfax's held a big town meeting on Terrapin Crossroads, the proposed major music venue in downtown.  Patch's Kelly Dunlevy was there to record it: Part I and Part II.
  • Although we normally don't recommend bikes and beer together, I think we can make an exception for Biketoberfest.
  • Work on Larkspur's Doherty Drive has been delayed once again, this time because none of the bids were low enough and the city rejected them all.
  • And finally, in inevitable SMART news, the agency's new GM Farhad Mansourian is getting paid quite a bit to run the organization, and the Press-Democrat editorial board thinks the deal sucks.  In response to criticism from another source, RepealSMART, Mansourian fired a shot across their bow in his first real, full-throated defense of the SMART project.  Shame it had to be over his salary.

  • Nathan Kensinger took a fantastic photo essay of one of the Bay Area's ghost towns: Drawbridge, Santa Clara County.
  • Density doesn't have to be bad.  Here in Washington, DC, there have been a few particularly beautiful examples of rowhouses hitting the local blogosphere. (DCMud, DCMetrocentric)
  • Well, my Washington ties finally pay off.  The debt debate is all the town can talk about, and at least one outlet asks, What happens to transportation if we can't borrow?  It turns out, not much.  In the mean time, the FAA still isn't reauthorized. (Transportation Issues, Washington Post)
  • It looks like the Marin County Planning Commission is going to look at some zoning changes.  On the table: density and mixed use, among other things. (MCPC)
  • Some neighbors are filing suit against a planned expansion of Edna Maguire Elementary in Mill Valley over slightly more traffic and slightly more height. (IJ)
  • Fairfax could get some more night life, although a bit off the beaten track.  South downtown's abandoned gas station might become a music venue.  Rockin'. (Patch)
  • For once, the IJ was full of constructive examination of SMART this week.  A veteran transportation planner takes a look at the SMART train and asks naysayers, "Can't we now get on with this project?" while Dick Spotswood thinks it will be too successful for its rolling stock, which have a maximum capacity of 498 seats.  Personally I think his analysis is oversimplistic, as SMART's corridor is hardly similar to CalTrain's.
  • Just when you thought it was over, ABAG's affordable housing saga rolls on, this time to Sausalito.  They're just getting started, but so far the debate sounds rather more civil than Novato's contentious debate.
  • Speaking of Novato, opinion on the new affordable housing plan keeps rolling in.  SUNN panned the site selections for being insufficient, the IJ editorial board congratulated the city for how far it has come since the start of the debate, Brad Breithaupt decryed the whole process, and the city itself, in an uncharacteristic bout of practicality, started to look at how to make  better use of the market to meet its affordable housing needs through second units.   • Late Edition: It's been a long time coming, but the San Francisco bike share project marches forward by announcing next year's pilot plans.  Other cities along the CalTrain corridor will also be part of the system which, in the Bay Area's Balkanized transit system, is most welcome.
