Marin County

  • The Larkspur SMART station should be moved, at least according to attendees of a Station Area Plan workshop. While the town can't do much to change the station's location, the delay in that leg of the system means it could be moved to be near the ferry terminal. (Twin Cities)
  • Up the tracks, there is concern brewing that the Civic Center Station Area Plan would bring too much traffic and detract from the iconic Civic Center itself. (Patch)
  • Test results at a number of Bay Area bridges were falsified, according to an internal Caltrans investigation. The Bay Bridge and the Richmond Bridge both were the subject of false testing, though Caltrans is sure the two spans are safe. The Golden Gate Bridge is administered by a separate agency and was not part of the testing. (IJ)
  • Fairfax passed a balanced budget for coming fiscal year. The $7 million plan is bolstered by surging sales tax revenue, thanks to the new Good Earth store, and savings from empty posts, including that of Town Manager. (IJ)
  • Robert Eyler argues for a more reasoned approach to approving new development, one that separates fact from opinion and the interests of a neighborhood from the county at large. (NBBJ)

The Greater Marin

  • The Richmond refinery fire disrupted a major transportation hub, not to mention a city of over 100,000 people, and residents are pissed. Unfortunately, while other agencies announced service disruptions, GGT was, once again, silent. (SFist)
  • San Franciscans will likely vote on luxury development 8 Washington in November, 2013. Opponents dislike the size, amount of parking, and the fact that it's for rich people. (SFGate)
  • Preliminary reports on Muni's all-door boarding experiment show marked increases in speed on some major routes. Before GGT copies its maligned cousin, though, it may want to adopt all-door exiting like every other major transit agency. (Streetsblog)
  • Healdsburg unanimously approved a sprawl project of 28 homes far from the city center. Though the homes aren't terribly far out, they will be far from the city center and transit. (Press Democrat)
  • If you think you know everything there is to know about Marin's old streetcars, you might want to find out about Contra Costa's. The Museum of the San Ramon Valley is putting a number of artifacts on display detailing the history of mass transit in CoCo. The exhibit runs through August 19. (CoCo Times)

The Toll

  • This week: one pedestrian with severe injuries, six drivers or passengers with unspecified or minor injuries, and two crashes with no injuries.
  • The man who died riding a bike in Santa Rosa last week was a PE teacher in town for an educational conference and leaves behind a young family. The intersection where Ruben Hernandez was killed will soon get a stoplight as part of a new development, though it's unclear if the city council would have done anything otherwise. (Press Democrat)
  • Two drivers hit one other on Highway 101 last Thursday morning. No injuries were reported. (IJ)
  • A driver had a seizure and crashed his SUV into a ravine off Shoreline Highway. The driver was transporting kids to a surfing day camp, but thankfully nobody was injured. (IJ)
  • The driver of an armored vehicle lost control and crashed after nearly being struck by the driver of a horse trailer on Lucas Valley Road. The armored vehicle's driver was hospitalized, and his passenger was treated at the scene. (IJ)
  • A semi was struck from behind on northbound Highway 101 and its driver lost control, sending the truck into the southbound lanes near Tiburon. The driver suffered minor injuries, though no word on who hit the truck. (IJ)
  • A Porsche (it's unclear if anyone was driving it or not) hit a woman in Greenbrae after literally going under an SUV. The woman has been hospitalized with serious injuries. (IJ)
  • A drunk driver pulled in front of someone driving a Jeep in Larkfield, causing an accident. One of the drunk driver's passengers was injured, and the other - a 4 year old girl - was unharmed. No word on the condition of either driver. (Press Democrat)
  • A motorcyclist was injured on Highway 101 in San Rafael last week, though it's unclear how he was injured or the extent of his injuries. (Patch)

Marin County

  • Fairfax is hashing out how to implement Streets for People, its own version of San Francisco's incredibly successful Sunday Streets program. The town would close Bolinas for part of the day, opening it up to anyone on foot, bike, or other human-powered conveyance. (Patch)
  • New blood on the Ross Valley Sanitary District board promises a management and policy shift. New member Mary Sylla is opposed to new bonds and rate hikes intended to speed the district's century-long pipe replacement cycle. Marcia Johnson, who lost her re-election bid, was a supporter. (IJ)
  • Tonight, chat with Blithedale Terrace developer Phil Richardson about his proposed 20-unit condo development in lower Mill Valley - 7pm, The Forest Room of the Mill Valley Community Center. (Patch)
  • A new sidewalk is under construction in Homestead Valley's Evergreen Avenue under the county's Safe Routes to School program. People still don't like the plan, saying it undermines the community's semi-rural character. There may be an injunction filed to stop the project, which is designed make the route to school safer. (IJ, @mikesonn, Mill Valley Herald)
  • A new Santa Venetia subdivision will not go forward as planned, at least not yet. County Supervisors rejected the 14-unit sprawl project pending a few more months of study. Unfortunately, the area is zoned for 15 units on one-acre plots, so it's unlikely the project can be stopped entirely. (IJ)
  • Ever wondered how much your town's Director of Public Works was paid? Bay Area News Group has created a searchable database of all public employee salaries in the Bay Area, so you can know at last. (IJ)
  • Ross faces dramatic cuts now that the town declined to pass the $642,000 public safety tax. Two police officers, a firefighter, and a firefighting apprenticeship program are all on the chopping block. The town will cut other areas to keep the damage minimal. (Ross Valley Reporter)
  • The draft Civic Center Station Area Plan has been released to the public and to the Board of Supervisors, who are reviewing the draft now. The plan creates more housing, rezones parts of the auto-oriented neighborhood, and creates a better pedestrian circulation pattern through the area. (Pacific Sun)
  • And...: A yard that has encroached on open space for more than 20 years will finally be returned to San Rafael, though the owners have a history of ignoring officialdom on the subject, so who knows? (IJ) ... In a picture of sweetness and light, a Corte Madera father and daughter spent the whole school year biking in tandem to kindergarten. (Twin Cities Times) ... Brad Breithaupt goes deeper into the voting numbers from last Tuesday's election. (IJ)

The Greater Marin

  • A comprehensive report on San Francisco's multifaceted and crowded transit system has been released. The 103-year-old report details the pre-Muni world of streetcars and rails in the aftermath of the earthquake and fire. Among the recommendations? Getting rid of horse-drawn cars. (Muni Diaries)
  • Apple will stop using Google Maps on its iPhones, and it won't include transit directions. You may have to go back to using that 511.org app... (Streetsblog)
  • It turns out Muni has been neglecting maintenance for years as the agency has sacrificed long-term financial stability for short-term savings. Be glad you have GGT managing your fleet, Marin. (SF Weekly)
  • A bill to create a statewide ceiling on parking requirements around transit has shown signs of life in the state Senate. AB 904 would force localities to require no more than one parking space per housing unit, 1,000 square feet of retail, or other measures. (Around the Capitol via @MarketUrbanism and @mottsmith)
  • If you want to encourage transit ridership, the best way is to price driving. While expanding a rail network by 10% nets a 3% gain in ridership, effective car regulations (like congestion pricing) nets a 10-20% increase in ridership and a commensurate decrease in driving. (Atlantic Cities)
  • And...: Santa Rosa mulls electing its councilmembers by district rather than at-large. (Press-Democrat) ... The small-government aspects of smart growth appeal to at least some conservatives. (Next American City) ... Frank Lloyd Wright hated cities. (Atlantic Cities)

Marin County Civic Center

Elections

It was a crazy night on Tuesday, if by crazy you mean "everyone stayed home." Whether or not people had a say, the elections happened anyway and Marin's incumbents did rather well.

  • Nationally, assemblyman and Woolsey-endorsed successor Jared Huffman ran away with first place in the 2nd District's first round election. Still undecided is whether the centrist will run against liberal Norm Solomon or conservative Dan Roberts which could decide whether the race is quite difficult or quite easy for the former state assemblyman.   • In California, Assemblyman Michael Allen and San Rafael Councilmember Marc Levine beat the rest of the pack to  first and second place in the open primary for the 10th Assembly seat. The Democrat-on-Democrat battle promises to be bruising as both fight over who is more of a Sacramento outsider and genuine local of the North Bay. (Press-Democrat)
  • Marin County Supervisors Katie Rice and Steve Kinsey walked away with clear victories against their opponents, reflecting the prevailing feelings of contentment with the Board, if not the regional agencies it deals with. (IJ)
  • Locally...: Ross rejected the Measure C public safety tax while seeming to settle on three new councilmembers. (IJ) ... Belvedere got three new councilmembers and renewed its public safety tax. (IJ) ... Voters firmly rejected incumbent Ross Valley Sanitary District board member Marcia Johnson, who supported doubling rates in order for the district to fix its lines faster than once per century. (IJ) ... The Ross Valley School District will get its parcel tax hike, which it said it needed to offset state budget cuts. (IJ) ... Sausalito will join the Southern Marin Fire Protection District. Marin County

  • Hopes are running high that fans of the San Rafael Pacifics will become patrons of downtown businesses given Albert Field's location only three blocks from Fourth Street. (NBBJ)
  • GGT fares are growing faster than tolls at the Golden Gate Bridge, creating a perverse incentive for people to drive rather than take the bus. Though politically easy, it's the opposite of what the Bridge District should do. (Streetsblog)
  • Meanwhile, MT is wringing its hands over a 3.6% increase in operating costs, driven mostly by increases in its $16 million contract with GGT to provide local service. They want to renegotiate the contract, but it's unclear whether GGT will budge. (IJ)
  • San Rafael's Street Crimes Unit is up for disbandment as the council grapples with ongoing budget deficits. The three-member unit has two retirements this year and the council may not allow the police department to hire replacements. Given the high-profile crime push at the transit center earlier this year, ongoing gang activity in Terra Linda, the Canal, Novato, and the criminal problems downtown, I think this is an instance of eating your seed corn.   • All your transit needs will now be satisfied at the new GGT/MT customer service center at the Bettini Transit Center. GGT will move its customer service center to the center so it can be close to the people who actually use transit. (IJ)
  • Marin's local agencies and districts should consolidate to avoid duplication of services and save money, according to a Grand Jury report on the subject. The overwhelming approval of fire consolidation in Sausalito this past week is a good start. One former councilmember wants us to go even further. (Patch, Marinscope)
  • A Corte Madera manufacturing company, EO Products, is moving to the Canal after an exhaustive search of the region. The site is near existing transit and within walking distance of much of the immigrant neighborhood. (IJ)
  • A year after Corte Madera Mayor Bob Ravasio and San Rafael Councilmember Damon Connolly got a tour of The Netherlands' bike infrastructure, sponsored by the Bikes Belong Foundation, there seems to still be some behind-the-scenes movement towards bicycling. (Planetizen, Bikes Belong)
  • And...: The San Rafael Airport sports complex moves on to the council. (IJ) ... Mill Valley approved some condos downtown over the objection of Streamkeepers. (IJ) ... Who does the North San Rafael Coalition of Residents really represent? (IJ letter)

The Greater Marin

  • At least one West Sonoman wants the county to sell its western half to Marin. At least we maintain our rural roads, he says, while Sonoma is determined to turn its roads into gravel. In light of a massive road repair deficit and deadlock over taxes, though, who could blame them? (Press-Democrat)
  • The East Bay is working to promote transit-oriented living around its BART stations, something long lacking in the sprawl of the East. Not mentioned are updates to Richmond's General Plan which attempt to make walkable the notoriously unwalkable city. (New Colonist, City of Richmond)

Marin County

  • Golden Gate Ferry workers went on strike yesterday to protest the slow pace of talks between their union and the transit district. They may call another strike on May 10 if progress remains unacceptably slow. (Chronicle)
  • San Francisco is moving towards a true BRT line on Van Ness, with center-running lanes compatible with existing buses. The line would serve Muni routes 47 and 49, as well as GGT routes 10, 70, 80, 93, and 101. It will be a boon to all riders along the corridor, though if GGT could pick up intra-San Francisco trips it would be even better. (Transbay Blog)
  • The Doyle Drive closure went off without a hitch, and the resulting roadway looks pretty nifty.  I do wonder about the eventual 12-lane configuration - neither the bridge nor the approach can handle so much traffic. (Chronicle, SFist)
  • Larkspur mulls what to do with 2.5 acres of land on the Niven Nursery site. The frontrunner idea is a new library. (IJ)
  • Marin's population grew 0.7% this past year, rather faster than Plan Bay Area's 0.2% housing growth prediction. And here I thought we were slow-growth (no I didn't). (IJ)
  • The West Sidewalk of the Golden Gate Bridge is finally open again. (GGBHTD)
  • This Friday at 7pm, stop by the Mill Valley Library for a talk by noted urbanist Peter Calthorpe on Mill Valley, urbanism, and the Bay Area's future. Let me know how it goes. (MVPL)

Just across the bridge, San Francisco is doing some truly amazing things to promote a more walkable, livable city.  What lessons can we learn from San Francisco, and how can we apply them to Marin?  Personally, I'd love to see a San Rafael Park(ing) Day. (Streetfilms)

  • While BART is finally coming to San Jose, transportation planners are cutting their own feet out from under themselves by significantly widening two major freeways in Santa Clara, one to 8 lanes and the other to a whopping 12. (Mercury News)
  • Operating costs for High Speed Rail won't be nearly as high as opponents claim. (Systemic Failure)
  • With more cars came more people dying on the roads, and Europe and the United States took dramatically different paths.  While Europeans got mad at the cars and pushed back in favor of more pedestrian and cycling infrastructure, the United States pushed people out of the way of the cars, razing its city centers for parking and wider roads. Mid-Week Links: This Part Hurts

Marin County

  • Former Supervisor Hal Brown died this week of cancer, and the respect Ross Valley and Marin had for him was evident in editorials and memoria. (Pacific Sun)
  • Mill Valley urbanists, attention!  Have a say in the direction of your town and join one of the Mill Valley 2040 committees charged with drafting the new general plan.  Applications are due March 14, so get on it. (IJ, Town of Mill Valley)
  • San Anselmo urbanists can have a bit of their own fun, too, as this Saturday the town council will weigh resident priorities for the next 2-5 years at a special meeting from 10am-12pm.  After the meeting, a survey will be put online for people who could not make it. (Patch)
  • SPAWN, a nonprofit whose goal is to restrict construction near creeks had its own San Geronimo demonstration home red-tagged by the county for building without a permit next to a creek. Neighbors that had run afoul of the group in the past were furious at the hypocrisy. (IJ)
  • There may still be some useful Q&A to be had with Fairfax Councilmember David Weinsoff, who happens to be Fairfax's delegate to ABAG, though the discussion may have descended into Agenda 21/CittaSlow madness. (Patch)
  • Untangling the affordable housing mess caused by redevelopment agencies' abrupt closure on February 1 will take quite a while to untangle, but surely the State Legislature can handle it, right? (Pacific Sun)
  • Marin is the least affordable place to live in the Bay Area, if one adds the cost of transportation to the cost of housing.  A new study shows that Marinites spend an average of 56.3% of their income on housing and transportation, compared to the 39.5% San Franciscans spend. (Chronicle)

Stand Up for Neighborly Novato will merge with Novato Housing Coalition so as to better focus their efforts to promote affordable housing in the city. (IJ)

The Greater Marin

  • Arlington County, Virginia, has a number of bikes in its vehicle fleet, saving them money on gas, car maintenance, and also on employee health benefits and sick days.  How might Marin's communities utilize bicycles in their vehicle fleets?  (Patch)
  • SimCity 5 announced, and the shouts of urbanists around the world rose as one. (Stop and Move)
  • Amtrak wants to restrict the number of bikes allowed on Capital Corridor trains, as around 10% of riders now bring their own bicycle and it's becoming a nuisance to non-bikers.  Amtrak ought to strongly encourage bicycling, however, as active living and bicycling culture tends to go hand-in-hand with rail ridership.   • Since the ban on cell phones while driving went into effect in California, traffic deaths have dropped an astounding 22%, the largest drop since CHP started keeping records. (Mercury News via IJ)

We often imagine that the Dutch were always cyclists.  While that's correct in some sense, the Netherlands faced sprawl and auto-centric development in the 1950s and 1960s, just as the United States did.  Unlike Americans, though, the Netherlands fought back, and the result is the Netherlands we see today.

Marin County

  • Corte Madera's abandoned Madera Vista apartment complex will be renovated. They have sat vacant since a 2008 fire. (Twin Cities Times)
  • Infill development near freeways should take into account auto pollution and take steps to mitigate it.  This is especially important in Marin, as the SMART corridor runs parallel to 101 for much if its route, and to the One Bay Area process. (California Watch)
  • San Anselmo wants to buy Bald Hill, currently in Ross, but nobody knows how to get in touch with the owners.  The hill is owned by Asian Alliance LLC, and the founder and last contact the town had died years ago. (IJ)
  • Downtown San Anselmo is undergoing a bit of a shake-up, with a number of storefronts vacant and a Goodwill moving in.  A group wants to convince George Lucas to open a theater in town, but making that happen could be difficult (IJ)
  • Sausalito's Housing Element is nearly complete and will be submitted officially to the City Council on January 31.  If approved, it goes to the state on February 2.  (Marinscope)
  • Mill Valley wants to update their General Plan, refocusing on transit and traffic-calming.  With sometimes half-hourly buses it stands a better chance than some areas, but hopefully it will work with Marin Transit and GGT to enhance transit options. (Mill Valley Herald)
  • Larkspur Landing might get $2 parking after all, given a tepid Board response to a premium-space idea. This will help manage demand a bit at the terminal, which tends to fill up early. (IJ)
  • West Marin's open space portfolio will soon increase by 22 acres after a successful fundraising drive. (IJ)
  • San Rafael's red light program will be studied to assess its impacts on driver behavior, including rolling right turns, which can be unsafe to pedestrians. (IJ)
  • A 90-year-old driver struck and killed a pedestrian at Second and G in San Rafael.  The exact circumstances are unknown. (IJ)

The Greater Marin

  • Looks like downtown living really is good for you.  Residents of areas with a high density of businesses walk three times as much as others, but the areas need to draw in non-residents to succeed. (Atlantic Cities)
  • San Francisco's SFPark project is dramatically increasing hourly revenue on its meters.  The project gives drivers the option of paying by credit card, phone, or cash, which is useful for the large hourly charges in popular locations. (SF Examiner)
  • California's ability to establish cycletracks, bikeways, and other proven bike facilities is stymied by too-conservative design guidebooks that call these "experimental" facilities.  Sadly, AB 819, which would change that, is slowly being gutted. (Streetsblog)
  • The American Public Transit Association (APTA) has published a rundown of how to talk to opponents of high-speed rail projects with a new report of common criticisms and appropriate responses. (Streetsblog)
  • Head of the California High Speed Rail Authority has stepped down, as has the chairman of its board, citing personal reasons. (Sacramento Bee)
  • Caracas has a gigantic, abandoned office tower in its center, and some entrepreneurial folk have set up their own town inside. The best part, they say, is having so much transit access in the middle of the city. (Foreign Policy)
  • It's estimated we've paved about 3,590 square miles for parking, about 2 spaces for every man, woman, and child in the United States, and it's time to take them seriously not just as blight, but as public space. (NY Times)

Marin County

  • Mill Valley's alleys and stairs, pedestrian shortcuts up and down the hills that cars can't manage, are one of the signatures of the town. Photographer Skip Sandberg has taken it upon himself to document them all. (IJ)
  • Golden Gate Transit is now 40 years old.  Born out of a transit victory in 1969 that stopped a second deck on the Golden Gate Bridge, GGT - despite its many faults - has proven itself invaluable to the North Bay time and again. (IJ)
  • SMART has jurisdiction over the Measure Q repeal effort, according to the Sonoma County Registrar of Voters. This bodes ill for RepealSMART, as they have called the signature threshold SMART wants unobtainable. (IJ)
  • The monthly federal tax exemption for transit decreased on January 1 from $230 to $125 - roughly half the cost of a Marin-SF commute - thanks to Republican obfuscation in Congress. The exemption for parking increases from $230 to $240.  (SF Examiner)
  • Sausalito wants to redesign Alexander Avenue to be more bike-friendly, widening shoulders and potentially adding a tunnel.  Public comment on the plans are open until January 27. (IJ)
  • Mill Valley wants to update their 1989 General Plan in just 18 months. They met last night and will meet again on January 17 to discuss the scope of work. (Patch)
  • A driver struck a teenager in Petaluma just after New Year's.  The boy suffered major injuries but is in stable condition. (Patch)
  • Richardson Bay's Aramburu Island will be transformed into a nature preserve 50 years after the development that spawned it fizzled in the early 1960s. (SF Chronicle)
  • Marin's plastic bag ban and paper bag fee are now in effect.  If changes from Washington, DC's similar bag fee are any indication, Marin's fee will work wonders on peoples' habits. (IJ)

The Bay Area

  • The Sustainable Communities Strategy, branded as One Bay Area, will mean major changes for the region as regional agencies try to limit greenhouse gas emissions. ABAG and MTC are planning a tour to explain the state-mandated plan as its development gets under way. They'll be at the Marin Civic Center on January 17. (Mercury News)
  • San Francisco now allows storefronts facing the street to build "parklets", extensions of the sidewalk that use up at least two parking spaces, and they're popping up everywhere. (SF Chronicle)

State of California

  • Most of California's redevelopment agencies will likely be shut down after losing their court fight against Governor Jerry Brown's austerity budget, although cities promise there will be more litigation. The agencies captured property taxes to fund themselves, which the Governor said was a drain on local and state budgets. (LA Times, Pacific Sun)
  • LA will soon follow San Francisco's example and install a downtown performance parking system. While performance parking seems to be the future, it may be wise to understand parking's past. (Los Angeles Magazine)
  • California communities can now round down their streets' calculated speed limits, rather than being forced to round up. (Land Line)
  • CAHSR should not be funded just yet, according to a review group with heavy clout in the state Legislature.  Governor Brown may push forward anyway. (LA Times, SF Chronicle)

The Greater Marin

  • Ottawa, Ontario, is planning out the areas around its light-rail stations stations.  The city - as big and diverse as a county - specifically wants to upzone in choice areas, and doing so is just as complicated as one might think. (Ottawa Citizen)

Mid-Week Links: Popup Surprise

[vimeo http://www.vimeo.com/33187820 w=620&h=349] A group of retailers are moving into abandoned storefronts in Old Downtown Oakland in an effort to revitalize the neighborhood in a concept called Popuphood.  The idea of pop-up stores, where abandoned storefronts are temporarily occupied by retailers, is not new.  They attract foot traffic to areas that don't see many pedestrians and shoppers, giving a run-down neighborhood new buzz and new life.  Applying it to a whole neighborhood, with multiple storefronts, is a much larger application.  Check it out at 9th & Washington.  If you're going by transit, the nearest BART is 12th Street Oakland City Center, which you can get to via GGT to Richmond or San Francisco.

  • The Novato Design Review Commission chairwoman resigned mid-meeting to allow a downtown strip mall to proceed without her approval. (IJ)

The Greater Marin

  • It's been a banner week for biking in the Bay Area, with plans for a multi-use path over the Bay Bridge, new bike lanes in Sonoma drawing praise for calming traffic, and new bike infrastructure in Napa. (Chronicle, Press Democrat, Napa Valley Register)
  • California's shifting demographics means shifting housing demand, too, with 75% of it being for rental, transit-oriented development - just the sort of housing Marin has been reticent to approve. (Urban Land Institute)
  • San Francisco's performance parking isn't working quite as well as expected, although the experiment is far from over. (Greater Greater Washington)

End-Week Links: Fantastical Connections

Ordinarily, not much happens in the great wide world of Marin's urban affairs, but sometimes a lot happens.  When that happens, you get an overdose of linkage.  One article deserves special attention, though. Novato city planners are celebrating the soon-to-open Chipotle burrito shop in a downtown strip mall, saying that anything that happens in downtown is an improvement.  This is the opposite of true, and I would hope that professional planners would have an understanding of what makes a vibrant downtown.

Does the building engage the sidewalk?  Nope, it puts the trash next to the corner it abuts.  Does the business promote local vitality?  Nope, it's a fairly bland national chain.  What's most infuriating, to me, is that the building was gutted and rebuilt like some sort of historic landmark rather than being rebuilt as something that could really improve downtown.  What's suffocating downtown are businesses and structures like this and the planners that enable them to continue.

Marin

  • A recently approved home in Sausalito was originally supposed to include a second unit made of two shipping containers but owners were forced by the Planning Commission to cut it from plans due to neighbor concerns. Simultaneously, Sausalito is emulating Novato's push to legalize second units as a way to meet affordable housing mandates. (Marinscope)
  • Sausalito Councilwoman Carolyn Ford - famous for getting her hand smacked by Councilman Mark Kelly and pressing battery charges - wants a parliamentarian to keep order at the Sausalito Council's contentious meetings. Given an almost unheard-of split vote on mayor, this might be wise. (IJ)
  • Environmental activists celebrated the death of a planned renewable energy project in West Marin, proving cognitive dissonance knows no ideology. (IJ)
  • Corte Madera's WinCup apartment complex will go back before the planning commission on the 13th. (Twin Cities Times)

Marin County

Novato's city council meeting Monday night was four hours of non-stop affordable housing policy excitement. In sum, the city will allow second units to be built at market rates but, citing concerns over current residents of illegal second units, will not give amnesty to those illegal units. The fee to build the second units will come down, and the city will look into how to encourage second unit construction. The city will not implement an affordable housing fee on commercial developers, known as a commercial linkage fee, but did not rule out exploring it in the next housing element in two years. (City of Novato, IJ)

  • Fairfax is concerned that expanding White Hill Middle School will add more traffic to the town's roads. Unfortunately, the school's remote location 1.5 miles from downtown means mitigation will be tough. (IJ)
  • Once again, a car accident closed a direction of Highway 101. This time, all southbound lanes were closed. Only minor injuries were reported. (IJ)
  • Marin Transit will reevaluate its Novato bus lines over the next week to determine how to improve ridership. Ideas include extending the 49 and combining the 51 and 52. GGT should work with Novato to improve access, perception, and urban form in the area. (News Pointer)
  • It's official: Gary Phillips is mayor of San Rafael, Gary Lion is mayor of Mill Valley, and Denise Athas is mayor of Novato. (IJ)

  • Cotati's HOV lanes are now open to vehicles. (North Bay Business Journal)
  • The suburban office park - a la Marin Commons, Fireman's Fund and Hanna Ranch - is disappearing. (Times)
  • Marin is better poised than most to take advantage of the shift away from suburban office parks and towards centralized development: with the SMART train, strong downtowns and some local political will, commerce might still look to Marin to relocate, even if not in the typical places.
  • ABAG and MTC have been awarded a $5 million federal grant to promote sustainable communities. (Transportation Nation)
  • Population growth has slowed dramatically in California. While the state grew at a rate of 0.7% per annum, Marin grew only by 0.53%.
  • In planning there is a concept known as Level of Service, or LOS, which is widely used and places auto traffic at the top of the planning pyramid.  In San Francisco, that metric is being challenged at last. (The Atlantic Cities)

Mid-Week Links: Crashworthy

[youtube http://www.youtube.com/watch?v=SVpcfZeokUI] One of the reasons for SMART's higher-than-expected cost is Federal crashworthiness standards that forced the agency to look for custom-built heavy DMUs.  Yet, as explained by Market Urbanism, the regulations were made for a time before intelligent, lightweight materials were available and force the US to forego the engineering standards used everywhere else in the world.  As shown above, the new materials are perfectly capable of keeping vehicles safe.  It's too late for SMART to change their order, but this regulatory regime can and should be changed for all the other transit agencies looking to hold down costs.

Marin County

In case you missed it, there were off-year elections this past Tuesday.  Urbanism won the day for the most part, fending off avowed anti-city challengers in Novato and San Anselmo.  Many disagreed with San Rafael's new mayor, Gary Phillips, on Target but he has a firmly pro-business stance and will serve downtown San Rafael well.  Across the country, Greater Greater Washington looks at what makes a candidate electable, the Center for Transportation Excellence has posted the status of transit measures nationwide and Half-Mile Circles looks at a few of the big-ticket items.

  • The County is considering regulations on smoking within multi-unit dwellings, I guess because a home is only private space when it's got a half-acre of land around it.
  • There will be no Terrapin Crossroads, says Phil Lesh.  Fairfaxians are heartbroken.
  • A driver struck a teen in Novato last week along pedestrian-unfriendly Novato Boulevard.  He's doing okay, although he's also lucky to be alive.
  • SMART plans to spend up to $200,000 to polish its image and push back against opponents.
  • Novato's Hanna Ranch development would be built without affordable housing while creating low-income jobs.  This is suspiciously inconsistent.  Deciding on final approval, meanwhile, has been punted by the Council to November 29.
  • California may have  a massive infrastructure maintenance deficit, but at least Mill Valley is behaving responsibly.
  • Mill Valley's Chamber of Commerce plots a comeback.
  • A proposal has surfaced to create dedicated, separated bus lanes on Van Ness Avenue, speeding buses along the corridor with significantly more efficiency than currently allowed.  Since Golden Gate Transit uses Van Ness for a number of its lines, this change would benefit Marinites as well as San Franciscans.
  • Want to save a state park otherwise slated for closure? Stop by the Parks Coalition brainstorming session on November 15.
  • If there's one thing Marin does well, it's loving local businesses.

The Greater Marin

  • Cotati is considering revamping a short stretch of Old Redwood Highway near their hexagonal downtown to make it more pedestrian-friendly and less of the car thoroughfare it currently is.  Local businesses want to entrench the 40 MPH status quo.
  • The City of Napa is considering something similar: a $38 million redesign of their downtown.
  • San Francisco apparently boasts three of the best bars in the world, and there's no better way to enjoy a bar than to take transit.  Don't stay out too late, of course: your last bus to Marin leaves at 12:30am.
  • Oakland residents are dedicated to historic preservation, going so far as to wield shotguns to defend their heritage.
  • Shockwaves from the $98 billion (nominal) price tag for California High-Speed Rail continue to ripple through the blogosphere.  On one side are engineers, who say it is far, far too overbuilt, and on the other are those who look at the big picture to argue it's still a good deal.  I say, if you can save money by foregoing massive viaducts through San Jose, forego the viaducts.
  • Sacramento might not get its rail line for a while yet, but where to locate a station is still troublesome for officials.
  • We love our green initiatives.  Unfortunately one of the most popular, Cash for Clunkers, was a bust.
  • Congress did something bipartisan today and unanimously passed out of committee a two year extension of the federal transportation bill, MAP-21.
  • Bad traffic designs that create gridlock create exhaust which seems to hurt our neurological health.
  • Lastly, in a testament to how budget cuts can even cut efficient programs, the General Services Administration no longer will have the money to make their headquarters an example of solid office design and will instead remain in the big, bureaucratic office building that looks just like you expect.

  • Golden Gate Bridge workers are engaged in a rather heated renegotiation of their contract with the District.
  • If SMART is repealed, the sales tax that funds the project will remain in place until all outstanding contracts and bonds are paid off.  Dick Spotswood doesn't think this is such a great deal.
  • SMART supporters are reviving to fight the repeal effort.
  • There's a fight afoot to prevent the San Rafael Airport from also hosting a recreation center.
  • Plans to expand Ross Valley's White Hill Middle School have been approved.
  • Redhill Shopping Center merchants are taking it in the gut as the beloved San Anselmo strip mall undergoes renovation and beautification.
  • Larkspur's low-density infill development at Niven Nursery near the city's downtown is proceeding apace.
  • Mill Valley loses a hardware store and a bit of its past.
  • The Hanna Ranch sprawl project is set to go before the Novato City Council without affordable housing.  At least it has that going for it.
  • Novato approved the design of its new city offices, with some caveats.

The Greater Marin

  • Local transit agencies are urged to work together more closely ahead of an MTC-led push for a transit gas tax.
  • If you commute by bus to the City, no doubt you know that the Transbay Terminal is gone.  What you may not know is that in its place will be a 61-story tower atop the new transit center along with a number of other fine projects.  Have some opinions?  Stop by San Francisco City Hall at 5:30 Thursday evening.
  • Highway 101 widening around Rohnert Park will be completed this month, part of a $172 million widening scheme along the thoroughfare's Sonoma reaches.
  • Looks like California High-Speed Rail will cost a helluva lot more than planned.  Atlantic Cities waxes sanguine on the subject, and Alon Levy looks at the cause of the cost overruns: cantankerous residents officials at either end of the line.

This week, SMART went totally braindead and decided to play the villain.  The district, in defiance of the Secretary of State, passed an election ordinance requiring that RepealSMART include an unbiased statement with the repeal effort's signature petition, the first step to getting its initiative on the ballot.  RepealSMART has chosen to ignore the directive.  In other news:

  • The County Board of Supervisors passed a fairly gentle plan to ease some of the barriers to affordable housing.  Brad Breithaupt thinks it's going to be yet another target for anti-development rage.
  • Residents in Larkspur want to build a farm where the already-approved New Home Co. housing development is scheduled to be built.  They have little chance of success.
  • Another week, another total road closure: a flaming tractor-trailer crash closed southbound Highway 101, closing all southbound lanes for over two hours.  A shame there wasn't some sort of rail-based mass transit alternative...
  • IJ endorsements are in for the Ross Valley School Board, College of Marin Board, Novato School Board, Reed School Board, and Mill Valley School Board.
  • Consolidation of emergency services in the Ross Valley continues, with Ross beginning to consider integrating its fire department with one of its neighbors.
  • Children and parents got outside and got some exercise this past week in Mill Valley, participating in International Walk (and Roll) to School Day.  The Feds noticed, too, and recently awarded San Anselmo and San Rafael $1.8 million to improve its sidewalks around three local schools as part of the Safe Routes to School program.
  • Homestead Valley will get a very, very narrow sidewalk on a very, very slow street.
  • The architecturally lazy Novato city offices move forward.
  • The San Anselmo Andronico's will remain open after Renovo Capital completes its acquisition of the ill-fated company.
  • Patch's Kelly Dunleavy goes over the Fairfax town budget with the city and opponents to its half-cent sales tax proposal and finds that numbers can be more than they seem to be.
  • San Rafael's Corporate Center will likely be rezoned to allow for medical and research uses, eliminating 77 parking spaces in its gargantuan 1,323 space lot and allowing for a greater diversity of uses for the downtown office complex.

The Greater Marin

  • While Marin debates the value of SMART, Santa Rosa continues to move forward with renewal plans.
  • Washington, DC - the city, not the feds - has come a long, long way since the days of Marion Barry, with foreign investors flocking to sock their money away in a stable regional economy. Part of the reason: a strong Metro system.
  • Apparently, the only way to combat congestion is through congestion pricing.
  • If you're going to build massive rail projects like BART, the best way to go is subterranean.
  • While I looked at the cost of driving alone on Marin and found it to be hideously expensive, it's only one part of the whole economic puzzle, which apparently costs trillions to operate and maintain.  To save that money, we'll need to spend trillions more on a total infrastructure overhaul.  Could be fun.
  • But in the meantime, the poorest places of the world are finding hope in good urban design.

Marin County Elections

  • San Anselmo, Larkspur and Corte Madera all had council debates this week, none of which are available online.  At least you can read about the races; that's good enough, right?  If you can time it right, you can watch them on the Community Media Center of Marin's live stream.
  • There is a highly edited video of the San Rafael Council Candidate's forum available on Patch with a pre-event questionnaire.  Candidates are all in favor of leveraging SMART to improve downtown, with incumbent Damon Connolly giving the strongest answers.
  • Last month's San Rafael mayoral debate may not have been recorded (the host speculated that it "would've been a good idea"), but that doesn't mean there's no news.
  • Tiburon's school board race wouldn't come up but for a renewed focus on making Tiburon Boulevard, the principal artery on the peninsula, a safer, better street for all users but especially schoolchildren.
  • Mill Valley's vacancies were uncontested, so the town cancelled their elections.  Not everyone is happy.

Marin County

  • SMART has secured authorization from the MTC to use $33.1 million in Larkspur station funds on the IOS.
  • "We believe in working toward making [SMART] better, ensuring that it spends its money wisely and makes sound decisions. Opponents just want to kill it." - Press-Democrat Editorial Board
  • Marin Transit contracts with Golden Gate Transit to provide local bus service within Marin, and it wants to renegotiate.  In the comments Kevin Moore and I get into the details of GGT's farebox recovery rate.
  • Food Truck Crush is over for now.  Long live Off the Grid!
  • A driver accidentally killed herself and seriously injured a passenger in a crash on 101.
  • San Rafael's West End is a bit of a drive-through part of the city, and a vacant Big Box doesn't help.
  • Two new developments are up for review in San Rafael: a 67-unit apartment building at 1380 Mission and a 9 unit townhome building at 21 G.  The meeting and documents are available on San Rafael's website.
  • Biking is certainly for road mobility, but MCBC is shifting focus to the slopes and trails in Marin's open space.
  • Getting women interested in biking, one class at a time.
  • Believe it or not, it's more expensive to live in Marin than it is to live in San Francisco.  Being forced to rely on the car doesn't help.
  • Novato debated its housing element last night.  No word on decisions as of press time.
  • Mill Valley did the same, and also debated an amendment to the Miller Avenue Streetscape Plan.
  • San Anselmo is getting a bunch of slurry seal work done on its roads, although it was delayed by rain.

The Greater Marin

  • Santa Rosa is getting progressive, what with plans for a pedestrian bridge, bicycle parking and shower requirements.  It could use an overhaul of its use-based zoning restrictions, though.
  • San Francisco's F-Line - those historic streetcars running along the Embarcadero - is expanding West.
  • The US Department of Transportation is pushing high-speed rail loans out the door before Congress shuts down the whole intercity rail project.
  • Greater Greater Washington posits that music venues should engage with the streetscape but often don't, and I'm inclined to agree.  Fenix Live in San Rafael will do well on this metric.

  • Well, my Washington ties finally pay off.  The debt debate is all the town can talk about, and at least one outlet asks, What happens to transportation if we can't borrow?  It turns out, not much.  In the mean time, the FAA still isn't reauthorized. (Transportation Issues, Washington Post)
  • It looks like the Marin County Planning Commission is going to look at some zoning changes.  On the table: density and mixed use, among other things. (MCPC)
  • Some neighbors are filing suit against a planned expansion of Edna Maguire Elementary in Mill Valley over slightly more traffic and slightly more height. (IJ)
  • Fairfax could get some more night life, although a bit off the beaten track.  South downtown's abandoned gas station might become a music venue.  Rockin'. (Patch)
  • For once, the IJ was full of constructive examination of SMART this week.  A veteran transportation planner takes a look at the SMART train and asks naysayers, "Can't we now get on with this project?" while Dick Spotswood thinks it will be too successful for its rolling stock, which have a maximum capacity of 498 seats.  Personally I think his analysis is oversimplistic, as SMART's corridor is hardly similar to CalTrain's.
  • Just when you thought it was over, ABAG's affordable housing saga rolls on, this time to Sausalito.  They're just getting started, but so far the debate sounds rather more civil than Novato's contentious debate.
  • Speaking of Novato, opinion on the new affordable housing plan keeps rolling in.  SUNN panned the site selections for being insufficient, the IJ editorial board congratulated the city for how far it has come since the start of the debate, Brad Breithaupt decryed the whole process, and the city itself, in an uncharacteristic bout of practicality, started to look at how to make  better use of the market to meet its affordable housing needs through second units.   • Late Edition: It's been a long time coming, but the San Francisco bike share project marches forward by announcing next year's pilot plans.  Other cities along the CalTrain corridor will also be part of the system which, in the Bay Area's Balkanized transit system, is most welcome. Midweek Links: Get SMART

SMART was making news this week, what with TAM voting not to rescind last month's approval of an $8 million bailout for the transit project.  MTC then voted to approve its own transfer of $33 million.  Sonoma had already contributed $3 million.  Larkspur officially approved of the project, votes raised my eyebrows.  When the original vote deadlocked at 7-7 on whether to approve the bailout, it was Larkspur Councilwoman Joan Lundstrom who switched her vote.  She was not at the second meeting, allowing her alternate, Larkspur Mayor Larry Chu, to sit in her place.  Despite his city's official approval of the project, he voted to rescind.  In any case, RepealSMART would have none of it, suing the organization for violating open meeting laws and general nefariousness.  All the while, the SMART board reported that they were "fundamentally sound and on track" and continued its search for a new executive director. Meanwhile, Corte Madera and San Rafael passed their budgets.  Turns out the San Rafael gas tax doesn't always go to transportation.

Not all budgets are in yet, with a number of cities contemplating sales taxes to close gaps that keep coming up.

Novato gets a new bicycle lane to bypass a stretch where bikers shared 101 with vehicular traffic.

Not all vehicular safety news is good.  A boy was hit by a driver outside of a crosswalk in a Mill Valley shopping area.  Police blame the kid for crossing outside of a crosswalk, but there's a problem: there aren't any crosswalks there.

In other local drama, Novato has revised their list of sites to zone for affordable housing.  Looks like the churches are off the hook, but I still wonder why the city insists on building single-purpose affordable units.

From here on, the only thing shocking about San Rafael's Pizza Orgasmica is going to be the name.  Its owner has given up a fight to keep its bright yellow, Brazil-inspired hue.  SFist calls San Rafael's objections an "Orange County-mentality".

TAM is considering high-occupancy toll, or HOT, lanes on 101.  Despite research that congestion pricing is the only way to keep down traffic, I can't help but think the $66-120 million required to install might go to a better use like, say, transit.  At least it makes the $8 million SMART bailout look like the chump change it is.

Lastly, and as an offering for being a day late, I bring you meaty theory.  Free parking, that ubiquitous scourge of the suburbs and thing that exists all over Marin, is really a huge drain on our local, regional, and national economies.
